Bibb Superintendent Dallemand says Westside principal Perkins should be fired

Dallemand wrote that the district has serious concerns with Perkins’ involvement with the Blended Learning Opportunities Grant, a $1.7 million federal grant which focuses on the use of technology in instruction that was awarded to Westside in 2010, and Perkins’ use of grant funds.

“It’s pretty serious,” Dallemand said Thursday of Perkins’ actions, which allegedly involved the misuse of the grant funds when she signed a contract with a technology services firm for consulting work.

Perkins’ attorney, Brad Wilson of the law firm of Adams, Hemingway & Wilson, said Thursday that Perkins denies the allegations and will fight to keep her job. A hearing is scheduled for 9 a.m. Sept. 8 in front of a tribunal that will hear the case and make a recommendation to the school board.

“She’s had done an exemplary job at Westside,” Wilson said. “We’re all shocked that this action is being initiated by the superintendent.”

Wilson noted that Westside was one of two Georgia high schools to be awarded the grant and that Perkins played a key role in the school getting it.

In a three-page letter obtained by The Telegraph, Dallemand listed several “concerns regarding (Perkins’) actions,” which include:

Perkins attempted to appropriate grant funds for consulting services in violation of district policy by not following the bid process. Dallemand wrote that Perkins posted the bid on the Westside website without prior notification to the grant administrator, and it was not advertised on the district’s website or in the newspaper.

The response to the bid came from an individual representing ThisGen Technology Services, who was still working for the district at the time. Dallemand wrote that it’s a violation of district policy to attempt to purchase services from a district employee.

The consulting services agreement with ThisGen Tech served to install a school-based grant administrator at Westside, which Perkins had requested earlier but which had been rejected by the state.

Perkins showed favoritism to the now-former employee by not making any inquiries into whether other vendors could provide the same service more efficiently or at a better rate.

Perkins didn’t inform the grant administrator of the proposed agreement for consulting services, which involved $196,800 in grant funds.

Perkins allowed for a retired Westside teacher to attend a conference in Colorado using grant funds.
